How decisions are made

First maximize filled positions, then minimize changed reference assignments, then minimize the sum of squared assignment counts. Locks are hard constraints. New assignments without a reference do not count as changed commitments. Equal scores can have several valid solutions.

Counts do not measure hours or preferences. This worksheet does not model travel, minimum rest, labor rules, or historical fairness. A staffing shortage is about the declared inputs.

Timed projects check overlapping shifts. If search reaches its time limit, the proposal is labeled as unproven and no shortage is certified.
